Tracey Appelbaum, Managing Director, Development & Investment Activities, New York
Tracey is responsible for CityView’s development and investment activities in the New York Metro area. Previously, she served as Principal in charge of New York for MacFarlane Partners and was responsible for their urban investment activities. Tracey has 22 years of real estate investment, development, and management experience. Before joining MacFarlane Partners, she was Vice President of Development for AvalonBay Communities responsible for the New York metropolitan region and began her real estate career as a manager for Equitable Real Estate Investment Management. She earned a BS in Economics and an MBA from The Wharton School at the University of Pennsylvania.

Mark Beisswanger, Managing Director,
CityView For-Sale Housing Funds

As Managing Director of CityView, Mark Beisswanger leads all operations for the company’s for-sale housing funds. CityView’s funds invest institutional capital into metropolitan real estate focused on sustainability and urban redevelopment. Beisswanger brings more than 25 years of operational homebuilding experience equaling in excess of $8 billion in housing to CityView, providing a wealth of knowledge in the housing arena – a major focus of CityView’s business. Mark holds a Bachelor of Arts degree in Business Economics from the University of California, at Los Angeles, as well as a CPA in the state of California.

Peter L. Borges, Managing Director, Investor Services
Peter is responsible for directing CityView’s fund raising and managing investor relations. Peter’s career spans 31 years of institutional investment experience which includes debt and equity underwriting, asset and portfolio management, development, and capital raising. He started his career with CIGNA, and has held positions with Connecticut Mutual, Bank of New England, Glenfed Financial, and Capri Capital. In the early 90’s Peter led an effort that created one of the first real estate equity funds to focus exclusively on the development of retail in underserved urban markets. He is a graduate of Trinity College (Hartford, CT) and resides in Los Angeles.

Sean Burton, President & Chief Executive Officer
Sean is a member of CityView’s Board of Directors and Investment Committee.  Prior to CityView, Sean was Vice President of Corporate Business Development and Strategy at Warner Bros.  His other professional experience includes working at O’Melveny & Myers, LLP as an attorney in the real estate and corporate groups and serving in the White House during the Clinton Administration.  He is a graduate of University of California, Irvine and New York University School of Law.

Richie L. Butler, Senior Vice President,
Investor Services

Richie is a member of CityView’s capital raising and Investor Services efforts with a focus on the South and Southwest. His extensive development and finance experience includes single-family, multi-family and mixed-use developments. Prior to joining CityView he served as the Managing Partner at Solomon Partners, a development and consulting firm. He holds degrees from Southern Methodist University and Harvard University as well as extended studies at MIT in Urban Planning.

Tony Cardoza, Managing Director, Bay Area Fund
Tony is responsible for CityView's development and investment activities in the nine counties that comprise the metropolitan Bay Area. Previously, he ran the investment group for Real Estate Capital Partners in the Western U.S., which developed and acquired over 3,700 multi-family units in joint venture partnerships during his tenure. Prior to that he worked for Prometheus Real Estate Group in a land and multi-family acquisitions role on the West Coast. Tony has 15 years experience in real estate investment and management. Tony has a Bachelor of Arts degree in economics from Middlebury College and a Masters of Business Administration from the Haas School of Business at UC Berkeley.

Kris Cheh Beck, Esq., Senior Vice President, General Counsel
Kris is responsible for providing and managing legal support for CityView.  Prior to joining CityView, Kris served as Counsel with O’Melveny & Myers, LLP, where she was an active member of the firm’s Project Development & Real Estate Group.  Kris’ other professional experiences include working at The Decurion Corporation as its Vice President and as the Development Coordinator for Korean Youth & Community Center in Los Angeles.  Kris was previously elected as a member of the Pacific Council on International Policy and was a finalist for the American Marshall Memorial Fellowship, German Marshall Fund.  Kris is a graduate of UCLA School of Law, where she received the Joseph Drown Fellowship and the UCLA Affiliates Scholarship.


Henry Cisneros
, Executive Chairman
Henry devotes his efforts to improving the urban environment through CityView's investment funds. His governmental experience and dedication to America's cities are important features of CityView's "Smart Capital for Smart Growth" strategy. Prior to establishing CityView, he served as Secretary of the U.S. Department of Housing and Urban Development and was the four-term Mayor of San Antonio, Texas.  He is a graduate of Texas A&M, with a Masters from the Kennedy School at Harvard and a PhD from George Washington University.

Mark Enfield, Senior Vice President, Finance & Operations
Mr. Enfield has over 10 years of experience in the real estate industry, including both homebuilding and investment advisory experience, and is a licensed CPA. Mark Enfield oversees CityView’s financial operations, including corporate budgeting, treasury management, accounting, investor and lender reporting, audit/tax engagements, debt compliance and operations, as well as the human resources and information technology functions. He is heavily involved in project asset management, debt financing, risk management and is an integral part of CityView’s strategic planning process.

Damian Gancman, Senior Vice President,
Financial Operations

Damian is tasked with reviewing, underwriting, structuring and executing CityView’s strategic ventures.  He is a member of the Investment Committee for CityView’s existing funds.  Prior to joining CityView in 2005, Damian was at PricewaterhouseCoopers in Los Angeles.  He holds a Masters in Real Estate Development from USC and a dual Bachelor’s Degree in Business Administration and Psychology from UC Berkeley.

Tina Y. Hahn, Vice President, Investor Services
Tina is a member of CityView’s Investor Services team, responsible for investor relations and capital development activities.  Prior to CityView, Tina co-founded KeyStrat Capital Advisors where she advised Private Equity General Partnerships on their capital formation strategies.  Previously, she was a principal for a boutique third-party marketing firm, where she helped General Partnerships with their capital formation strategies targeted to global institutional investors.  Tina presently serves on the board of KHEIR-S. Mark Taper Foundation Community Clinic and graduated from the University of Colorado, at Boulder where she received a Bachelor of Science degree in International Affairs.

Con Howe, Managing Director, CityView Los Angeles Fund
Con leads CityView’s partnerships to finance, assemble, and entitle land for development in the Greater Los Angeles area. Con has over 30 years of experience in planning and entitlements, having served as Director of Planning for the City of Los Angeles for 13 years. Prior to that, he was Executive Director of the New York City Planning Department. He holds degrees from MIT and Yale University.

David Martin, Vice Chairman
David focuses on CityView’s strategic opportunities.  Prior to joining CityView, David served as Chairman of The Martin Group, which he founded in 1984. The Martin Group specialized in the development and redevelopment of urban mixed-use projects totaling over $4B.  He is also the past Chairman and CEO of YPO-WPO.  He is a graduate of the University of North Alabama and the Harvard Business School’s Leadership program.

Victor Miramontes, Vice Chairman
Victor focuses on capital development and expanding CityView’s investment strategies for multiple funds. He has nearly a quarter century of experience in investment banking and real estate finance, including his position immediately prior to CityView as the Managing Director and CEO of the North American Development Bank.  He is a graduate of Stanford University and the Stanford Law School. 

Lee Wagman, Vice Chairman, CityView Venture Partners
Lee is a Board member of CityView Venture Partners. Prior to joining CityView, Lee was the CEO of The Martin Group. He also has served as CEO of TrizecHahn, one of the world’s largest owners of retail and mixed-use properties.  Lee has served as a member of the Board of Trustees of the International Council of Shopping Centers. He is an honors graduate of the University of Pennsylvania, its Wharton School and its Law School.
